Dear Mr. Salazar,
To begin with, I am the president of a neighbourhood association writing on behalf of all the city dwellers from Jaen in reference to our everlasting preoccupations being in need of effective solutions.
The paramount goal of our proposal is to start up the existing infrastructure of the tram, which was piloted in its day, in pursuit of the lessening of pollution and haywire congestion in the city centre. This idea is feasible as the tram does not emit noxious exhaust fumes, its behaviour is eco-friendly and the utilisation of cars would be reduced.
Moreover, there is no doubt that the growth of out-of-city shopping centres and the shortage of mass transit in the city centre is adding up to the closing down of downtown shops and restaurants. Consequently, the prior overriding proposal of the use of the tram would allow killing two birds with one stone since the tram could beckon citizens to go to the city core in order to pay a visit to the downtown shops and restaurants and it would contribute to the reduction of pollution as well.
Apart from that, what would probably be exemplary would be the imposition of green taxes on drivers as well as the long-awaited renaissance of a hectic city centre life so as to boost economy and sales.
On broad terms, it is critical that the Local Transit Authority takes those sensitive issues to heart in the hope that the urban decay is not bitterly disappointing and bleak for ages.
